Proctors

The Proctors appear to be the leaders of the Utwig civilization, residing on their homeworld, Fahz. The Proctors are also collectively known as the Proctorate and are apparently headed by a High Proctor (also called the Grand Proctor). Zeta Hyades VI-B is under their full jurisdiction (at least while the fleet of Juggers is stationed in orbit above the moon), and it is they who are responsible for deciding how the Utwig should atone for the destruction of the Ultron. As the Utwig at Zeta Hyades VI-B imply that the Proctors are the only ones who could rightly receive the Ultron from The Captain, when he returns the repaired Ultron to the Utwig, it is most likely that he actually speaks to them directly.
