The Captain is tasked by Star Control to investigate the mysterious alien signal on Triton - a series of regular pulses at 1.42 GHz frequency. They are ordered to scan the Neptune's moon from the orbit, send a lander to the planet's surface in case there is an alien, and if it is an alien, then the orders are to "not die and tell us right away".
